CMake 2.8.11 removed linkage with CUDA driver library,
but it's used by gpu video encoding/decoding

This should allow many algorithms to take advantage of more parallelization
technologies.

Also cv::, cv::gpu:: and cv::ocl:: namespace prefixes can be safely omitted
inside CV_ENUM and CV_FLAGS

Also, removed the one from modules/python/src2/cv.py and cleared its
executable bit, since it's not a script.

command line option '-Wsign-promo' is valid for C++/ObjC++ but not for C [enabled by default]

initial optical flow was not cleaned during the second call
