Changed the brief description of function Mat::colRange from "Create a matrix header for the specified row span." to "Create a matrix header for the specified column span."

ReST directive was used. Also fixed some other ReST directives that were
not correct and removed some warnings during buildbot checks.

- Used lunix style slashes - works on most systems
- Removed all trailing whitespaces

Since commit d8417af0 (July 2011) cv::compare produces an array with
the same size and type as the input arrays.
