Solution: test ENABLE_CURVE_KEYGEN and enable it only if
zmq_enable_curve_keygen=yes nad enable_curve=yes. Additionally set
enable_curve=yes for libsodium and tweetnacl, so it is enabled
implicitly and fixes the problem.
